Why would static electricity hold them in check you ask? Simply because I say so damn it. No seriously, electromagnestism is the most stable of the 4 forces in the entire multiverse. Meaning it's power level is pretty stable through out every single universe and in the Aether between. This makes it the weapon of choice among the ancients. Electromagnetism, being a pretty constant universal force, is also the best way to force chaos to not form into chaos spawn and activly 'null' matter into more chaos particles. This makes Chaos infinetly easier to clean up (it doesn't bite back after all)
On a side note, I apologize for the grittiness of the paper... bad scanner, very bad scanner, won't happen again I assure you.
